Performance Max Campaigns: When to Use Them, How to Set Them Up, and How to Keep Control

Performance Max campaigns are Google Ads campaigns that use one budget and Google's automation to show your ads across Search, YouTube, Display, Discover, Gmail and Maps, optimizing toward the conversions you tell it to value. They work well when your conversion tracking is accurate and you have enough conversion volume. They waste money fast when either is missing.

Performance Max campaigns: one budget dial distributing ads across search, video, maps, mail and display channels
Performance Max runs one budget across every Google channel. Your leverage is the goals, assets and exclusions you feed it.

Key takeaways

  • Performance Max campaigns optimize to whatever you count as a conversion. If that signal is junk form fills, the campaign will find you more junk.
  • Run Search alongside PMax for your most important terms: Google prioritizes exact match Search keywords over Performance Max when the query matches.
  • Use the controls: brand exclusions, campaign-level negative keywords (Search and Shopping only), URL exclusions and up to 50 search themes per asset group.
  • Read the channel performance report and search terms insights every week, then act on what they show.
  • Judge PMax on qualified leads and revenue from your CRM, not on the platform's reported conversion count.

What Performance Max campaigns are

Performance Max (PMax) is a goal-based Google Ads campaign type that runs across all of Google's ad inventory from a single campaign. You supply the budget, goals, creative assets and signals. Google's automation decides where, when and to whom each ad shows.

The Google Ads Help overview of Performance Max lists YouTube, Display, Search, Discover, Gmail and Maps as places PMax can reach. Instead of ad groups and keywords, you build asset groups: collections of headlines, descriptions, images, logos and videos around a theme. Google mixes those assets into ads for each placement.

What you control and what Google controls

You controlGoogle controls
Budget and bid strategy (target CPA or ROAS)How budget is split across channels
Conversion goals and their valuesWhich queries and placements trigger ads
Assets, final URLs and URL expansion settingsWhich asset combinations show
Audience signals and search themes (as hints)Who actually sees the ads
Brand exclusions, negative keywords, URL exclusionsBids in each auction

The pattern is clear: your leverage is in the inputs. Performance Max campaigns are only as good as the conversion data, creative and exclusions you feed them.

When Performance Max campaigns make sense (and when they do not)

Use Performance Max when you sell online with a product feed, or when you generate leads with reliable, qualified conversion tracking and enough monthly volume for the automation to learn. Hold off when tracking is shaky, budgets are small, or you need tight control over exactly which searches you pay for.

If you are newer to paid search, read Google Ads for small business first. Most small accounts should prove profitable Search campaigns before adding automation on top.

How Performance Max works with your Search campaigns

Performance Max and Search can run together. When a search exactly matches an exact match keyword in a Search campaign, Google prioritizes the Search campaign over PMax. Otherwise, PMax can compete for the query.

Google's help documentation also says search themes carry the same priority as phrase and broad match keywords. In practice, that means your exact match keywords are your strongest lever for keeping your highest-value searches in a campaign you control directly.

How we split the work

  • Search campaigns own your brand name, your top service and product terms in exact match, and anything where the ad copy must be precise.
  • Performance Max looks for incremental demand: Maps, YouTube, Discover, Gmail, Display remarketing and searches you did not think to target.
  • Brand terms are excluded from PMax so it does not take credit for customers who were already searching for you by name.

Without that last step, PMax often looks brilliant in reports because it is collecting branded searches that a cheap brand Search campaign would have won anyway. That is not new business. It is the same business, reported differently.

Ad relevance and landing page quality still matter for the Search side. Our guide to Google Ads Quality Score covers how they affect what you pay per click.

The PMax readiness scorecard

Before we launch Performance Max campaigns for a client, we score the account on six questions. Five or six yeses: launch. Three or four: fix the gaps first. Fewer: stay on Search for now.

QuestionYes means
1. Is conversion tracking accurate?Confirmed form submissions, calls and purchases are tracked, with no duplicate counting and no button-click "conversions"
2. Do conversions reflect real value?Primary goals are the actions that make money; low-value actions are secondary or valued lower
3. Is there enough volume? The account already produces conversions every week, not a few a month
4. Is there qualified-lead feedback?Lead quality or sales from your CRM can be imported back into Google Ads
5. Are the assets ready?Strong headlines, real photos, a logo and at least one real video per asset group
6. Are landing pages ready?Fast, clear pages with one primary action, built for the traffic you will send

Question 4 separates accounts that scale from accounts that stall. For lead generation, sending CRM data back to Google about which leads became customers lets the system learn from real outcomes instead of raw form fills. We set this up through our analytics and reporting and CRM implementation work.

Question 6 is often the cheapest fix with the biggest payoff. See how to improve your website conversion rate for the audit we run on landing pages.

How to set up Performance Max campaigns step by step

Set up PMax in this order: goals, structure, assets, signals, controls, then budget. Each step depends on the one before it.

  1. Set conversion goals. Choose only the goals that matter as primary. Assign values if some leads are worth more than others. Consider the new customer acquisition goal if repeat buyers would otherwise dominate.
  2. Plan asset groups by theme. One asset group per product category, service line or audience. A roofer might separate repair, replacement and commercial. Do not cram every service into one group.
  3. Write assets per group. Headlines and descriptions specific to that theme, real photos, your logo, and video. If you skip video, Google may generate it from your images, and the result rarely matches your brand.
  4. Add audience signals. Your customer lists, website visitors and custom segments built from the terms buyers use. These are hints that speed up learning, not hard targeting.
  5. Add search themes. Google allows up to 50 search themes per asset group. Use them for intent your site and feed do not make obvious. Skip near-synonyms.
  6. Set the controls before launch. Brand exclusions, negative keywords, URL exclusions, and a decision on final URL expansion (covered below).
  7. Pick a bid strategy and budget. Start with maximize conversions or conversion value, then add a CPA or ROAS target once you have a stable baseline. Set a budget you can hold steady for several weeks.

Asset group checklist

  • Headlines that name the service and the place, not just the brand
  • At least one long headline that states the offer clearly
  • Landscape, square and portrait images of real work
  • At least one real video, even a simple 15-second phone clip
  • Final URL pointing to the most relevant page, not the homepage

The controls that stop Performance Max wasting money

Performance Max now has real guardrails. Use all of them before launch, not after the first bad month.

Brand exclusions

Brand exclusions stop PMax serving on searches for your own brand (or any brand list you choose). Google's help page says they apply to Search, Shopping and YouTube search inventory. Pair them with a dedicated brand Search campaign.

Negative keywords

Google's documentation on Performance Max negative keywords confirms you can add negative keywords to one PMax campaign or to all of them, and that they apply to Search and Shopping inventory only. They will not stop a bad YouTube or Display placement, so use them for search intent: jobs, free, DIY, competitor names you do not want, services you do not offer.

Final URL expansion and URL exclusions

By default, PMax may send traffic to other pages on your site and generate assets from them. Google says you remain responsible for reviewing that content. Exclude careers, blog posts, privacy pages and anything that does not convert, or turn expansion off and list the URLs you want.

Search themes and audience signals

Both guide the system. Neither restricts it. Treat them as steering, and use exclusions as the brakes.

Newer controls

Google's 2025 Performance Max update also introduced campaign-level negative keywords for all advertisers, brand exclusions by ad format for retail campaigns, and a source column in search terms insights that shows whether a query came from keywordless targeting or your search themes. Google also announced age exclusions and device targeting as betas, so check what your account shows today.

How to read Performance Max reporting

Check three reports every week: channel performance, search terms insights and asset group performance. Then compare what Google reports with what your CRM says actually turned into revenue.

1. Channel performance

Google's channel performance report shows how a PMax campaign performs across Search, Display, YouTube, Discover, Maps, Gmail and Search partners, and how each channel contributes to your goals. You cannot set budgets by channel, but you can see where spend goes and act on it with assets, exclusions and landing pages.

2. Search terms insights

Look for categories of queries you never wanted. Add negatives for them. Look for strong terms you are not covering in Search, and consider adding them as exact match keywords there.

3. Asset group performance

Compare groups against each other. A group that spends but does not convert usually has a landing page or offer problem, not a creative problem.

The reality check

Google Ads saysAsk your CRM
Conversions are upAre qualified leads and booked jobs up too?
Cost per conversion is downIs cost per customer down, or just cost per form?
Most results come from SearchHow many of those searches were for your brand name?
Display or YouTube spend is risingDid those clicks ever become customers?

This is where UnifiedIQ earns its place in our accounts. It tracks every call and form back to its source, so we judge Performance Max campaigns on leads a human qualified, not on the platform's own count.

Performance Max mistakes we fix most often

Almost every struggling PMax account we inherit has one of these problems. Most are fixable in a week.

  • Counting junk as conversions. Page views, button clicks or every form submission, including spam. PMax optimizes hard toward whatever is cheapest to produce.
  • No brand exclusion. The campaign takes credit for people who already knew your name.
  • One asset group for everything. Generic ads, generic landing pages, muddy learning.
  • Auto-generated video. No real video uploaded, so Google builds one from still images.
  • Homepage as the final URL. Every theme lands on the same page, with URL expansion sending traffic to blog posts and careers pages.
  • Constant changes. Budgets and targets adjusted every few days, so the campaign never settles into a stable pattern.
  • Judging too early. Calling it a failure after a week, or a success because reported conversions jumped.

A 90-day Performance Max plan

If we were adding PMax to your account on Monday, this is how the first quarter would run.

  1. Weeks 1-2: Foundation. Audit tracking, clean up conversion goals, connect CRM lead quality data, build the brand Search campaign, and score the account with the readiness scorecard.
  2. Weeks 3-4: Build and launch. Asset groups by theme with real creative, search themes, audience signals, brand exclusions, negatives and URL exclusions. Launch on a steady budget.
  3. Weeks 5-8: Learn without tinkering. Weekly reviews of channel performance and search terms insights. Add negatives and fix weak assets. Avoid big budget or target swings.
  4. Weeks 9-12: Judge and adjust. Compare qualified leads, booked jobs or revenue against the pre-launch baseline. Then add a CPA or ROAS target, split asset groups that are too broad, or shift budget back to Search if PMax is not adding new business.

For Aces Airboat Tours we built five Google Ads campaigns alongside a 334-page site and tracked 369 booking-button clicks in the first two months. That is the order we recommend for any account: tracking and landing pages first, then campaigns that can learn from real booking data.

Should you run Performance Max campaigns yourself?

You can run Performance Max campaigns yourself if your tracking is clean, you have time for a weekly review, and you are comfortable checking results against your CRM. Bring in help when spend is significant, lead quality is inconsistent, or nobody owns the numbers.

Our Google Ads management team builds and runs Search, PMax and YouTube campaigns as one program within our advertising practice, with paid social alongside when it fits. Senior specialists run every account. If you are weighing channels, start with Facebook ads vs Google ads.

We work with businesses nationwide from New Jersey and South Florida, including as an advertising agency in New Jersey. Ask for a free account review and we will score your account against the readiness checklist and tell you whether PMax should be part of the plan.

Performance Max questions, answered

Are Performance Max campaigns good for lead generation?

They can be, if your conversion tracking counts qualified leads rather than every form fill. PMax optimizes toward whatever you call a conversion, so spam and low-quality leads teach it the wrong lesson. Import lead quality or closed sales from your CRM, value your goals properly, and run Search alongside it for your core terms.

Can I add negative keywords to Performance Max?

Yes. Google lets you add negative keywords to a single Performance Max campaign or to all of them, either typed in or from a negative keyword list. They apply only to Search and Shopping inventory, so they do not block YouTube or Display placements. Use brand exclusions to keep your own brand terms out.

Will Performance Max cannibalize my Search campaigns?

It can if you let it. Google prioritizes Search campaigns when a query exactly matches an exact match keyword, so put your most important terms in exact match. Exclude your brand from PMax and run a separate brand Search campaign so PMax is measured on new demand, not searches you would have won anyway.

How long does Performance Max take to learn?

Expect several weeks of settling before results are stable, longer for low-volume accounts. Avoid big budget or target changes during that time. Judge a new campaign over roughly two to three months, against qualified leads or revenue from before launch, not against the first week of reported conversions.

Can I see where my Performance Max budget is spent?

Yes, more than before. The channel performance report shows results by channel, including Search, YouTube, Display, Discover, Maps and Gmail, and search terms insights show the queries that matched. You still cannot set budgets per channel, but you can act on what you see with exclusions, assets and landing pages.

Do I need video for Performance Max campaigns?

You should add your own. If an asset group has no video, Google may create one from your images and text, and the result is rarely on brand. A simple, well-lit clip of your team or work, filmed on a phone, usually beats an auto-generated video. Our Google Ads team can help produce it.
